I have mounted this air condition and owners said it's not working like in the begining . I take the test and it show me no error I send it to Toshiba they also said it ok. When outdoor is 5 deggress indoor unit can't worm over 23 . It's room about 20m2, 2,30m high . :confused:

I think you need to provide some more info e.g. what's the on / off coil temps (indoor & outdoor unit), fan speed and if possible pressure readings.
I assume it's running on R410a?
This looks like a nominal 4kW Heating system (at 20c room +7c outdoor).
What's the heat loss / load for the room?
On paper it should have more than enough capacity. Why do you want to heat room higher than 23c?

You should run it in test mode and measure and record indoor heat exchanger air in and out temperature (when fan is high) and outdoor air temperature, and unit works more than 10 min.
To activate test mode, press and hold RESET button for10 sec. (There will be one short beep.)

According to that, and catalog data of air flow ( if fan is OK and unit and filters are clean) it could be calculated what is real emitted power of that unit.
So, post your air temperature measurement here.

Test condition for heating:
Indoor 20°C
Outdoor DB/WB 7/6°C
Compressor speed 66 Hz
Indoor fan high
Outdoor fan high

It should be measured:
Pressure 26-28 Bar
Pipe temperature at exit of indoor heat exchanger 41-43°C
Pipe temperature at exit of outdoor heat exchanger 0-2°C
