The design of an air cooled condenser is somewhat complicated and not easily done in on short equation. You have to first determine the circuiting and tube pressure drop which is limited by Reynolds Number for good heat transfer. The circuiting and flow have an effect on the inside heat transfer coefficients. The heat transfer rate and data is changing all along the tube since we start with a dry tube and progress to a wetted tube and a changing two phase flow. The heat transfer rates also differ with the refrigerant. Then you have to consider the air side performance which is controlled by the extended heat transfer area (no of fins, tube pitch), number of tubes (prime heat transfer surface) and the air volume. The fine type can be flat, waffle type or lanced. There are volumes written on air exchanger heat transfer design.
