Have you tried Fenners/wyco/eriks?

Slightly of subject but I have found, that that a simple twisting of the belt to maximum of 90 degrees, gives the correct tension on "V" belts, it seems to work on all sizes. I am not saying do not measure with the correct tools, but if nothing else should give you a very good starting point

For belt tension gauges, you can find instruments ranging from under a hundred bucks to close to a grand $ - check the GATES Krikit to the Leitenberger ( for Porsche !)- do a Google search of famous belt brands Gates, Optibelt, Bando, Mitsuboshi etc. They all have technical and applications info.
Nothing wrong with old rule of thumb either - " 1/2 in deflection at the longest span" for A or B section belts.
Polyvees are slightly different situation.

For actual automotive/ insustrial mechanical belt tensioner assemblies and applications, check out ROSTA from Switzerland.
