What would be the coldest off coil water temperature that we could expect from a correctley designed water chiller? And at what temp should the safety stat be set at ?

I would say about 4 or 5°C with a safety set at 3°C.

You need a little leeway to allow for 'stat errors.

I think as long as the temperature of water in the coil above 4 °c and safety set in 4°c., because of natural properties of water that it's volume is going to expand if the temperature reach below 4°c. it mean that if this case happened in the coil, the coil will be damage. if you want lower temperature until below 0°c in the coil you can replace water with brine such as Lithium bromide
