i think, when we first start the AC, then we reqd some time to reach room design condition.

Ok! Than regain time depend on accumulated heat in building construction elements, and room heat load.
Regain time of room with walls of stone which is thick 1 m or room with wooden frame, insulation and plaster cardboard of 12 cm thickness is very different because of high difference in accumulated heat. Later, when temperature of building elements are equalized with air in room that time only depend on heat load of room.
