as a rule of thumb what are exceptable dt for air on /off for a/c and fridge ;)

It's a little more complicated than that. The numbers given do not take into account humidity control.

Let's imagine that you want a room to have 22C/72F@50%RH. The RH is determined to a very great extent by the coil leaving air temp (measured close to the coil). The ideal would be for the leaving air temp to be 11K/20F lower than room air temp (11C/52F leaving air temp @ 22C/72F room temp)... but the coil entering air temp may not be the same as the room air temp. If the air intake is ceiling mounted the temp may be higher. If the air intake is on the floor it may be lower. Thus different delta-T's.

The numbers lana provided for A/C would very probably result in unacceptably high humidity for all but the driest areas of the planet.

And refrigeration applications can have a wide variety of humidity requirements.
