We have industrial chillers and the PRV just vent into the plant room and there is no additional extract from the plant room, I cannot find anything concerning venting of the plant room is there something in ASHRAE or is there a legal design requirement for the ventilation in the event of an accidental discharge

You need a European document called

BS EN 378 its in four sections you need section two.

From memory all venting must be done to an external point.
