carrier split not heating

hi,
i have a carrier split heat pump that will not turn compressor on for heat mode...i ran system in cool which is fine....it has an ir controller tried setpoint at 29 degrees with the sensor dipped in 5 degree water and still no sign of it working....ant ideas or better still any manuals..
