You have not explained yourself very well, but I will take a guess that you are talking about the motor windings and the measurment of the resistance across them.

The way I see it is this.

When you messure the resistance and you are compareing it to the know resistance of that motor winding, the resistance will never be exactly the same as the specification.

So as a guidence they may give you a % to work with.

Eg
The windings should read 100 ohms and when you measure them they are 105 ohms if your limit is 10% then you are within the limit of the tolerance, The same if you measure 95 ohms.

If you are measuring a 3 phase motor you are comparing the resistance of differant windings to each other and to the resistance that is given as a guidence for the motor. The readings should be the same + or - the acceptable differance.
