I just read some specs requiring the application of a blow-in type insulation they called "R-19". Is this "R-19" just the tradename of this product or is it the actual "R" value of the insulation once itīs applied?

You should ask the manufacturer to be sure.

Typically whenever someone states the insulation as R-19 it indicates the insulating ability of the material. The other thing you should ask them is: what is the insulation factor over time.

Most insulation ratings are based on a predetermined specification. As insulation ages, it's R value can change (even though it remains dry).;)
