Get yourself a wattmeter and flowmeter and measure them!

It depends on too many things!

What I might suggest is not to worry about the COP should be, but find out what yours is...and then find ways to improve it.

The COP (as designed) depends on what the designer used for parameters.

It's possible to design cheap systems that have poor COP's, while a design with more heat exchanger surface (more cost) could be much better, but not running efficiently.
