Help on a Daikin FXYFP32KBV19

Hi, my first post as a new member
Working on a VRV system one of the indoor units when switched off or in fan only mode freezes up, i have replaced the pcb and it still does not work could it possibly be the expansion device? I have checked the output from the board to the expansion valve & have 24 volts on all cables weather the unit is asking for cooling or not.
I'm stuck please help.

Is this on a heat recovery system?

i would say that the valve is open and not shutting down or the valve is passing. i have had 2 bad valves that i changed under warrenty

Yes it is a heat recovery system, & i'm gonna change the valve.
