Do the chillers need to operate when the outside ambient temperature is low?

Or, are these water chillers for air conditioning purposes only?

all off the chillers are used for air conditioning purposes , but they do run in low ambient conditioning due to high heat loads due to equipment in rooms
this custormer has been appproched by a company offering this type off retrofit , he would like a seconed
opinion on any saving he may get ,
