You can normally buy the standards from the issuing office.

Please try this government led website in the UK which may provide you with some useful information: eca.gov.uk/etl

As mentioned the full EN441 is restricted to people who are involved with the testing requirments as equipment manaufacturers but as with everything it is available at a cost should you require for reference.
