Chilled water vs direct expansion syatem

From a seminar I attended a few years ago, I recall that there is a specific system size range in comfort air conditioning where the short-term benefits coming from the energy savings begin to offset the increased initial installation costs of chilled water systems compared to direct expansion systems. Could someone tell me what this size range would be? thank you.
