Outside is good so that any residual vapour is vented to atmosphere.
But just to be safe I always cover them with something to keep off the rain.
Allowing for free ventilation of the pump of course!

mines not. you only have to look at the construction with a open case motor ,so i would as above,put a board or similar over it,thats assuming its raining :D
