If the refrigerant is contaminated or damaged it is destroyed by brning it.

If the gas is chemicaly sound it is filtered and reused.

criteria was 98 % pure, any blends or cross refrigerants found meant it was sent for incineration, contamination and moisture can be cleaned.

Unless its contaminated with oil from an evap leak I would have thought it is just rubbish and would go in the bin.
If you find out differently let us know

what are the standard guildlines for proper disposal of refrigerants in your countries then? does anyone know of a publication or website in relation to it?

Refrigerant shall be reclaimed and taken to an approved incineration facility. Ask your supplier or producer for such nearest facility.
